The 2013 budget has an allocation for education with a hike of 7% over the previous year. Should the emphasis be on the allocation or the actual expenditure of the Government on education and related initiatives?

The Right to Education, Sarva Siksha Abhyan along with a plethora of similar schemes are all good plans on paper. If one could evaluate their effectiveness in terms of ‘amounts allocated in budgets’ versus ‘actual amounts spent’ versus the ‘reach and impact’, a clear picture of what we have achieved and what could be done emerges.
